Remuneration of auditor.

(a) any other accounts which are made subject to

audit by any enactment or by instructions of
the Governor,

(1) The Council shall cause to be kept true
accounts, including all such accounts as are mentioned in the
last preceding section, in accordance with financial
instructions from time to time issued by the, Governor

(2) Such accounts, together with all vouchers and papers
relating thereto, and together with a balance sheet and
financial statement of those accounts in duplicate, shall be
laid not later than the
day of
in each year before such auditor as the Council, with the
consent of the Governor, shall appoint or, in default of
appointment of an auditor with such consent, before such
auditor as the Governor may appoint.
(3) The auditor shall make and sign a report on such
accounts and balance sheet, and a duplicate copy of such
report and of the financial statement shall be sent by the
Council to the Colonial Secretary.

(4) The Council shall cause a copy of the balance sheet
and auditor's report to be published in the Gazette and the
original balance sheet and the accounts in full and the
auditor's report thereon shall be open to inspection at the
office of the clerk of the Council during office hours by any
person whose name appears on the current register of voters
for the Municipality on payment of a fee of one dollar.
(5) If the Council fail to comply with the provisions of
this section the municipal treasurer shall be liable, on
summary conviction, to a fine not exceeding five hundred
dollars, and notwithstanding the recovery of any such fine,
compliance with the provisions of this section may be enforced,
at the instance of the Governor, by mandamus.
102. The remuneration and expenses of the auditor,
including "the remuneration and expenses of any persons
assisting him shall be paid by the Council.
